Appalachia Ohio is on the move with programs to plan for and implement Appalachian Transition. Congressman Zack Space (OH-18) has launched the second portion of his RENEW Ohio-18 initiative focused on redevelopment and transition in his Appalachian distirict–see The RENEW Ohio Report (2008) which begins the dialogue on transition efforts in Appalachia Ohio.
Congressman Space sees the need for transition:

Another effort in Ohio–TechGROWTH and the Consortium for Energy, Economics and the Environment (CE3) will host a series of seminars to connect entrepreneurs and small business owners with resources, opportunities and ideas for transitioning to a new economy where "energy is paramount":
Featuring a keynote address by U.S. Congressman Charlie Wilson (OH-6), state agencies, regional service providers and local representatives will provide information on topics ranging from clean energy opportunities and growing green businesses to workforce training programs in energy. Participants will have the opportunity to network and interact with these representatives and other likeminded business leaders while exploring additional resources from exhibitors. This unprecedented event is part of a month-long series of seminars focusing on business growth in southeast Ohio hosted by TechGROWTH Ohio.“Ohio’s future will depend in large part on how well we encourage innovation in energy and business and make the two indispensible to one another,” said Scott Miller, Director of CE3. “These seminars will help businesses think outside the box and transition into an economic future where energy is paramount.”
